Annual random controlled substances testing increased to 50%

Effective Jan. 1, 2020, the Federal Motor Carrier Safety Administration (FMCSA) increased the minimum annual percentage rate for random controlled substances to 50% (previously 25%). This means the number of commercial motor vehicle (CMV) drivers requiring a commercial driver's license (CDL) selected quarterly as part of the random drug test process will increase to attain the 50% annual compliance percentage.
As a reminder, although the use of medical and/or recreational marijuana has been legalized in certain states, the United States government (the Department of Justice, the Drug Enforcement Administration, the Department of Transportation) does not recognize the legal use of marijuana.
Service providers contracting with FedEx Ground agree to comply with all U.S. DOT regulations, which supersede any state specific laws regarding this issue. As a result, all service provider personnel operating under FedEx Ground's motor carrier authority are prohibited from using medical/recreational marijuana. Note that this applies regardless of a valid prescription for marijuana.
