Safety alert: Trailer pulled from dock, FedEx Ground employee inside

Earlier this month, a TSP operator pulled a trailer from the dock unaware that a FedEx Ground employee was still inside the trailer loading packages.

Action: FedEx Ground requests that TSPs ensure that personnel are aware of safe trailer dock pull operations and appropriate precautions, including in accordance with the applicable regulations and Agreement terms.

FMCSA Regulations

Per Federal Motor Carrier Safety Regulations (49 CFR Part 392.9(b)) and guidance, operators are required to:

• Perform examinations of the cargo and load-securing devices.

• Ensure that the cargo is properly loaded and secure before operating the vehicle.

• Be familiar with methods and procedures for securing cargo and may have to adjust the cargo or load securing devices pursuant to §392.9(b).

Mobile Trip App

Mobile Trip App contains safety features to help reduce risk when pulling a trailer from the dock.

• A yellow header will pop up when the Yard Map is used to caution TSP operators not to hook up to a trailer that’s on the door.

• When Mobile Trip App signals that the Trailer Status reflects CLOSED, the TSP operator is then signaled to perform the manual checks to ensure the trailer is empty and secure prior to pulling it from a dock.

TSPA

Service providers agree to ensure safe operations while providing services per the terms of the agreement. To prevent a future injury from occurring, service providers agree to ensure that personnel take the following precautions when performing a trailer dock pull at any FedEx Ground or customer location:

1. Ensure the dock plates are down

2. Get out of the vehicle to confirm the dock and trailer doors are closed

3. Hooking up, and proceeding forward only after the above occurred

In accordance with the terms of the agreement, service providers agree to not assign personnel involved in trailer dock pull incidents pending completion of an investigation of the incident. Safety breaches of the TSPA, including those related to trailer dock pull incidents, will result in appropriate contractual administrative actions, which may include an OTC or termination/non-renewal of the TSPA.
